EUROSOLAR Luxembourg's activities 2018


The purpose of this report is to present our association’s activities, activities carried out according to three axes predefined in the “EUROSOLAR Luxembourg - Ministry of the Environment and Sustainable Development” convention and having as main objective the sustainable expansion of the renewable energies, especially solar energy.

It aims the collaboration between EUROSOLAR and the Government of Luxembourg in order to optimize the achievement of national objectives and strategies against climate change, in particular the development of renewable energies. The convention, signed on the 25th of July 2017, has granted exclusive financial support from the Ministry of the Environment, which enabled to hire a new person as an energy advisor on the 15th of April 2018.
Eurosolar Luxembourg’s activities revolve around three main axes:

Axis 1: Monitoring the impacts of energy supply using inexhaustible energy resources such as sun, wind and water.
Axis 2: Opinion concerning the regulations / laws and statistics / projections related to the objectives of the first axis.
Axis 3: Work of information and propagation of the political, technical and economic possibilities of the introduction of solar energy sources.

As regard to the first axis, Monitoring energy supply impacts using inexhaustible energy resources such as sun, wind and water: To implement the most optimal feed-in tariffs for the different categories of PV installations: 0-4 kW, 4-10 kW, 10-30 kW, 30-100 kW, 100-200 kW. Simulations were done with combinations of different parameters and presented to Mr Claude Turmes, while still Secretary of State. That has contributed to the implementation of a new feed-in regulation.

Statistical data relating to energy and emissions are analyzed regularly in order to follow the evolution of renewable energies and solar energy. It is expected, in our program, the development of an energy data component on our website to better inform the evolution of the main energy indicators for Luxembourg.Regarding solar projects we publish, periodically, on our website articles such as:

- Energy Self-sufficient House;
- Circular economy and solar energy;*
- Grand Ducal Regulation draft concerning electricity based on renewable energy sources production;
- The Prosumer or the new generation of grid users;
- 100% Erneuerbare Energy;
- Luxembourg solar Potential.

Some International reports are studied such as the UN Gap Report 2018 and the 7 axes of carbon neutrality of the European Commission, two articles, summarizing the main points, have been published on our website. We emit press releases, such as the one which followed the conference of 20th of September 2018 about the evolution of renewable energies in Luxembourg and presented by the Secretary of State for Sustainable Development and Infrastructures, Mr Claude Turmes and the Minister of Economy, Mr Étienne Schneider.

Participations in thematic days and conferences are also part of our activities, we participated in the Klima Dag Luxembourg 2018 and the Solar Conference Convention 2019, for example. As regard to the Second axis, Opinion concerning the regulations / laws and statistics / projections related to the objectives of the first axis:Different policies and directives are analyzed regularly, such as:

1- The Luxembourg regulation on renewable energies evolution’s and it’s impact on solar-powered plants installed for the period from 2001 to 2017.
2- The analysis of the law of 1st August 2007 about the organization of the electricity market and the draft of the new law amending it (Prosumer).
3- The analysis of the European Directive 2012/19 Relating to Electrical and Electronic Equipment (DEEE) and the amended Grand-Ducal Regulation of 30th of July 2013 on electrical and electronic equipment waste.
4- The analysis of regulations and standards relating to fire safety rules for PV installations.
5- The analysis of the European energy storage policy with a view to a proposal for Luxembourg.
6- The new directive (EU) 2018/2001 of the European Parliament.

As regard to the Third axis, Work of information and propagation of the political, technical and economic possibilities of the introduction of solar energy sources: We are collaborating with the Luxembourger solar cooperatives in order to better focus and centralize their demands and expectations. A cooperation has emerged between: MyEnergy, the Luxembourg's public leading energy consulting firm for individuals and businesses, our association and Solar Cooperatives. Moreover, we have noticed that the lack of tools facilitating the integration of solar panels into architecture is a problem that architects, engineers and property promoters are faced with. In this regard, a guide on the architectural integration of Solar Panel for Luxembourg will be implemented in collaboration with the Order of Architects and Consulting Engineers, Federation of Artisans, Chamber of Trades and MyEnergy Luxembourg
